Say you have 2 cards exiled face down with {Necropotence} and you enter your end step. When necropotence's delayed trigger goes on the stack, what happens when someone plays {time stop}? Would they stay exiled face down?

They would remain in exile face-down. The delayed trigger is linked to the exiled card. Triggers created later will have no memory of cards exiled from former uses.
Since the triggers were exiled by Time Stop, the cards will never be returned from exile, and sit there exactly as they are.
