What happens if you cast stolen identity and target triton wave hunter. Then cipher on triton wave hunter, then deal combat damage to a player and copy the wave hunter again. Do you draw three cards or two?

Correct. The text on cipher cards does not use the word "target," and therefore will not trigger heroic, be affected by shroud, etc.
