Since {Aurelia, the Warleader} gives two combat phases would that trigger {Xenagos, God of Revels} twice?

Yes, his ability would trigger twice.
Per the Glossary: "Beginning of Combat Step: Part of the turn. This step is the first step of the combat phase. See rule 507, 'Beginning of Combat Step.'"
Aurelia gives you an extra combat phase along with all of its lovely steps. Enjoy the Naya carnage!
