So my lgs (Gem Comics) is holding a Pauper Commander league over the summer, which I want to participate in. The prize pool will include a sealed box of FTV:20 so I want to play, not only because of that but because pauper commander seems fun. I need help choosing a commander/making a decklist. I know I want blue for Rhystic Study and black for Edicts, but who should I use? I've seen things like Psychatog and Sludge Strider used in those colors, but I don't know. HELP!

Not sure about your leagues pauper specifics but using uncommons is called " peasant"
Pauper is commons only

Mistmeadow witch or Bloodbraid elf are solid commander choices for pauper

Baleful Strix.
Draws a card, has flying and death touch. Blue and black are the best colors for pauper EDH and allows you to play removal, bounce, counter and draw.
Baleful Strix was in one of the precons so it will hopefully be easier to obtain.
